2024: new horizons in cannabis regulation: analysis and future strategies

We will explore the key arguments and lessons learned after the presentation of three cannabis regulation bills in Congress in the last legislature, in a European context where regulations are advancing, and we will outline strategies to reactivate the debate in Spain.

Lucía Muñoz (Podemos) born in Palma, in 1993. Graduated in Political Sciences and Master in International Cooperation. She worked as a project technician in an NGO until she ran in the general elections. Former congress member, she oversaw the cannabis issue within the parliamentary group of Unidas Podemos. She is currently a councilor at Palma City Council for Podemos.

Joana Piñero (Partit dels Socialistes de Catalunya) is deputy mayor for Social Policies, Equality and Health and councilor of district VII (Fontsanta-Fatjó). Shehas a degree in Psychology from the UB. Postgraduate training in Social Services for psychologists at ISEP. Between 2012 and 2019 she was an Employment, Insertion and Job Guidance Technician; and between 2011 and 2019 she was a psychologist leading support and mutual aid groups for caregivers and people diagnosed with a mental disorder, among other occupations.

Jorge Moruno (Más Madrid) is a sociologist and deputy in the Madrid Assembly for Más Madrid. In the Akal publishing house, he has published I don't have time. Geographies of precariousness (2018) and The entrepreneur's factory. Work and politics in the company-world (2015).

Carles Castillo (Esquerra Republicana) is a lawyer and father of two children, one 15 and the other 11. His interest in politics began in the student union in high school and from there he joined. Councilor for Security and Urban Planning of Tarragona. Now deputy for ERC in the Parliament of Catalonia.

Bernardo Soriano (Moderator) has a degree in Law and a Master in Criminal Law. With a career of fourteen years dedicated to the regulation of cannabis, he co-directs the specialized firm S&F Abogados, official legal office of Spannabis Barcelona 2024. He has led the promotion of different political initiatives, highlighting his work as drafter of the Comprehensive Regulation Law Proposal and Control of Cannabis in Adults.
