Since 1989 he investigates, designs and implements projects in the field of health promotion and intervention for risk and harm reduction for problematic drug users belonging to sectors with extreme levels of social vulnerability.<\/p>\n
In 2000 and 2006, he was awarded with the 2nd and the 1st Reina Sofia awards for his contributions to the design and the implementation of activities related to the prevention of drug use.<\/p>\n
Between May 2011 and February 2015, he served as Secretary-General of the National Commission on Drugs of Uruguay, actively participating in the process of the reformulation and innovation of drug policies, including the coordination of the development of the draft laws that regulate the market of cannabis and alcohol.<\/p>\n
As part of this process, he has given talks and lectures and has run seminars in research centres and universities from Italy, France, Switzerland, Spain, Argentina, Brazil, Chile, Colombia, Ecuador, USA and Uruguay, among others.<\/p>\n

The uses of drugs, their production and commercialization have been regulated throughout human history by cultural, religious, normative forms.<\/p>\n
The cultures which were prior to the emergence of capitalism dealt with it through their religion and their culture. The uses, the customs, were the ones in charge of establishing the value of the resources of nature.<\/p>\n
Capitalism handed drugs over to the market, and the market manages them, whether they are subject to control or not (legal or illegal) through the hidden hand of the supply and the demand.<\/p>\n
The drugs are and will be regulated, whether we want it or not, by the market. The question thus is not why regulating the uses of drugs but how to regulate them.<\/p>\n","protected":false},"excerpt":{"rendered":"
